“The foreign ministries of France and Germany proposed that the two countries exchange their pavilions. The idea had been discussed on several occasions in the recent past, and the 50th anniversary of the Élysée Treaty, a treaty of friendship between Germany and France concluded in 1963, now presented a particular occasion to implement it at this year’s Biennale.”
